Richard Lynch is a part-time lecturer at Northeastern University with over 20 years of experience in health plans that serve commercial and government markets. Richard has an extensive background in health plan senior management and he specializes in network development, contracting, pharmacy benefit management, and clinical/medical management.
Richard served as the Chairman, President, and Chief Executive Officer of both Celtic Insurance Company in Chicago, Illinois, and CeltiCare Health Plan of Massachusetts in Boston. He successfully transformed Celtic Insurance Company into a leading provider of state-based solutions geared to provide affordable health coverage under the Patient Protection and Affordable Care Act. While leading CeltiCare Health Plan of Massachusetts, a high quality low cost alternative for individuals seeking health coverage through the Commonwealth Connector Authority, Richard brought the company from a start-up to a full operation in 2009, hiring senior executives and health plan staff in the start-up phase, entering the commercial market in 2010, and growing revenue from $0 to over $100 million projected by the end of 2011. He also succeeded in the execution of Commonwealth Care Bridge, which allowed for the Commonwealth of Massachusetts to offer health coverage to nearly 30,000 legal immigrants who would have otherwise lost coverage.
Previously, Richard served as the Vice President of Health Care Management for WellPoint, Inc., the nation’s leading health benefits company located in Manchester, New Hampshire. While there, he was responsible for the health care management of northeast states Connecticut, New Hampshire, and Maine, directing all of their medical management, contracting, provider relations, and quality activities operations across all commercial and government products.
Before joining WellPoint, Inc., Richard spent 11 years at Tufts Health Plan working as their Vice President of Network Management & Operations, their Assistant Vice President of Network Contracting and Performance Management, and their Director of Network Development and Contracting. He also managed operations at the The Prudential Insurance Company of America, and worked in the inpatient renal transplant unit and multi-disciplinary Intensive Care Unit as a staff nurse for The Children’s Hospital in Boston.
Richard has a Master’s degree in Business Administration with a concentration in Health Care Management from Boston University, as well as a Bachelor’s degree in Nursing from the University of Lowell.
